fixup! Firefox preference overrides.

BB 43769: Update the comment about overscroll.

We had an issue about gating overscroll behind RFP.
However, as far as I can tell, it cannot really be measured.
So, disabling it is basically a defense-in-depth, so I updated the
comment to include more information about this.
