Since you already did the hard reset this question is kind of useless. I was wondering what version of quickoffice you were using before the reset? What version is on the phone after the reset? IF the version that is on the phone is older than the version that you were using before the reset you might be able to reinstall that newer version and that may install the license manager. I am guessing that the version on the phone after the reset is an older version and is not licensed so is limited as to what you can do whith it.
