No it's not. Please have a look at the slides/the talk. THis is an addition, 
not a replacement, and you'd only use it if your focus are laptop users in a 
scheme where they are either entirely independent of an organization or in an 
"asynchronous distributed" mode of operation, i.e. where they connect to the 
organization's network every now and then, but not all the time. i.e. how most 
people use laptops:
sometimes inside the corporate network and sometimes outside of it. sometimes 
with and sometimes without network.
