For the context the actual rule is: SUBSYSTEM=="memory", ACTION=="add", PROGRAM=="/usr/bin/systemd-detect-virt", RESULT!="zvm", ... You can use PROGRAM=="/bin/sh -c '/usr/bin/systemd-detect-virt || :'" so the exit status of systemd-detect-virt is explicitly ignored.
