I'd say probably not in this specific case, but if you're trying to push a change upstream where it needs to handle the general case, I'd suggest that listing out all the cases where you do and do not *need* the /run mounted in the initrd is just too much effort. So I'd still suggest the upstream project should still do this unconditionally.
