I doubt it, because there is nothing really allocated, and therefore nothing to fragment. I have no idea why you care what the journald process does with its very own 2+GB of address space, and why it uses 128MB of it. It all sounds like you making assumptions based on how you think things should work, rather than giving numbers or measurements. The later would be needed if you want to change things. Until that, I don't see any action needed.
