How can the same error persist if you remove the program that generates it out of the equation entirely? I.e. if you use User=/Group= instead of runuser, then the least that shoild happen is that systemd now complains, not runuser anymore. Did you reload systemd's configuration with "systemctl daemon-reload" after editing the file? Maybe SELinux is tripping you up?
