plymouth currently requires the video kmods to be loaded. I discussed

I tried launching plymouthd through systemd because on my system the
vconsole/plymouthd/setfont problem arises when plymouthd is started
before vconsole-setup. Then I've noticed that there are really a very
small interval between plymouth shows up and switches to DM.

But it seems that the things you've mentioned makes the reordering
difficult for now.
