  scsi_cd: silence READ_TOC errors in CDIOREADTOCHEADER ioctl
  
  An optical disk may not have a TOC (e.g. for blank media) and userland
  software may legitimately try to use CDIOREADTOCHEADER to find out about
  the TOC.
