This is fascinating. I ended up setting up an old phone with a different Google account in order to be able to reproduce this. And indeed, I can see the app (it is hidden from people with newer Android versions as our last production build is considered incompatible with newer devices -- which technically it isn't, but, you know, Google...) But I don't see the join beta button that I should be able to see.
