Subject: PCI: Fix PCI Express Capability accessors for PCI_EXP_FLAGS

PCI_EXP_FLAGS_TYPE is a mask, not an offset.  Fix it.

Previously, pcie_capability_read_word(..., PCI_EXP_FLAGS, ...) would
fail.
