SquirrelMail uses GNU C timezone names. Windows don't support them. You have two
options.

1. Test SquirrelMail 1.5.2svn and set timezone to strict. It is set in 4.
General Options -> 15. Time zone configuration.

2. Upgrade to PHP 5.2.3 and port date_default_timezone_set() code from 1.5.x.
