Yesm data_dir exists. I tried many different things:

$data_dir = SM_PATH . 'data/';
$data_dir = '/var/www/web148/html/sqo/data/';
$data_dir = '/var/www/web148/html/sqo/config/data/';
$data_dir = '../data/';
$data_dir = './data/';

Safe mode is definitely off

That´s a good question.
Nethertheless, my webspace provide has a service. He installs a lot of 
applications for money, of course for money.
In that list, squirrel mail is listed. So, I assume he meets all necessary 
prerequirements...
