I guess a feature that hasn't been back ported yet.  You'll need to edit
the code.  See line 245 in plugins/newmail/setup.php.  You should have
something like this:

                "\"width=200,height=130,scrollbars=no\");\n".

Just increase the width/height to suite.  I will look at back porting
the preferences from devel after the upcoming release.
