Most ISP's block 3rd party smtp servers that the ISP doesn't control. My experience with web hosts is they only run mail servers on standard (or standard alternative) ports, and they're not going to open any other unblocked ports, even though a lot of their customers are asking them to do so. There's a program called ypops that basically allows me full pop3 & smtp email client functionality with yahoo.
