It does not affect your problem, but running complex service with
administrative rights is always bad idea.

your apache supports cgi scripts, php scripts and many other features. If
there is security problem with some webserver component, it leads to total
control of your server. When your server runs as unprivileged user,
security problems might lead only to control of your web service.
