So long as you only tamper with single-part plain text e-mails.  If you
apply it to multipart e-mails you're in for a world of pain.

You could just change everybody's preferences to automatically add use a
signature and also alter their signatures.  They could tamper with that,
though.  If you want to do it properly, you need to write a plug-in that
uses the compose_send hook.  It should be possible to write a plug-in
that appends the displaimer to the message body before the message is
sent.

Someone may already have written such a plug-in, I haven't checked them
all.
