  I only ever get this in Internet Explorer. I've not been able to
  reproduce it in anything other than IE, and there isn't anything
  special we do with the links. The windows don't change their names,
  and the links all use the same names... So I'm going to say it's
  probably an issue with IE. I've also noticed the same thing
  happening with other sites containing frames in IE as well, even
  very simple ones.
