That's become something of a standard for HTML email, and SM doesn't (intentionally) send HTML email. Talk is of creating such functionality, and perhaps that blue reply line could be part of such a mod, but it's not available in SM now. As Jonathan suggests, the more traditional marker is the "> ", and it is in far wider usage and should be good for most users.
