You could use:
  acl broken dstdomain .cbc.ca .interface.com
  cache deny broken

That should prevent Squid storing them and thus encountering the Vary
problems. It does nothing for any other caches (like browser caches)
along that transfer route, or the Range probems which are end-to-end.
