You need to modify your SELinux policy to allow squid_t write access
to /usr/local/squid/var/ or change your configuration to place stuff
where the Fedora RPM would... (/var/log/squid/ /var/cache/squid/ )

The default SELinux policy only allows the squid daemon access to the
default Fedora locations.
