This was a confusing statement from a support member. I have been told by the development team that the patches are still maintained (at least for the 2.x versions of Squid) and sponsored by them. So to clear up some confusion (I had received so many different statements): the current (new) icap client patch can be found at http://devel.squid-cache.org/icap/ and is still actively maintained. And it is also true that the patch does not apply to the current Squid tarballs without a few error messages. Olivier Girondel has submitted a patch (which is not yet in the CVS IMHO) to the patch that should fix these errors.
