In a "proxy.pac" configuration script, you can only define how a browser
accesses content using the FTP method (ftp:).  Typically, the browser has
an internal FTP client engine that supports the FTP method.  By default 
the internal FTP client engine uses passive mode.

The FTP Client that you invoke from a command line does not read the 
"proxy.pac" configuration file.  I have never been able to induce the 
Microsoft FTP Client to use passive mode.  At work, the Windows systems 
are configured with a third-party FTP client that supports both passive 
and active modes.
