Dear sirs, I have the same problem , i have two (of 300 hosts)winXP-pro clients that have the same behaviour. And im not really sure where to look first. The logs on the webserver (wpad.local.domain/wpad.dat) is accessed by this two clients but they don't seem to get the proxy information.
