It's currently at http://people.freedesktop.org/~teuf/spice-doc/html/ and will be shipped with tarballs. Hopefully we'll set up something to automatically extract it from the latest tarball and make it available on spice-space.org. Patches to improve/augment the documentation are very welcome!
