It may be very difficult to see the sawtooth effect unless you actually connect an app like jconsole to your running Solr instance and watch the graphs over time.
My point was that what you've described does not sound like a problem at all. If you are having symptoms noticeable from the client side, then we can tackle those, but these memory numbers sound fine to me.
