If I’m not remembering incorrectly Trey Grainger in one of his talks explained a few techniques that could be of use. If the equivalency is not dynamically you could just use synonyms. Otherwise some kind of offline processing should be used to compute the similarity between your queries (given that very little or none textual similarity it’s present in your queries).
