well... i find a way to avoid this... i dont know if it is the correct way or i am simply bypassing the problem instead of fixing it..
when i delete the data/ folders contents before restarting, it can get the index information from cloud without any problem... so it is the way how solrcloud works? or i am missing something important here? ----- Zeki ama calismiyor...
