Just installed 3.6.1 and its working just fine. 

Something should be wrong with my tomcat/solr install.

I'm sure. I added it to 3.6 ;)

You must have something funky with your tomcat configuration, like an exploded 
war with different versions of jars or some other form of jar hell.
