For back compat, http://localhost:8983/solr/admin should automatially redirect to http://localhost:8983/solr/#/ -- regardless of wether you are in legacy single core mode or not (unless perhaps you have a solr core named "admin" ?.. haven't tried that) : > administration panel. It would also be good to know what browser you are using, i think there are bugs with using hte new UI javascript works in IE9 that have never been addressed because the relative usage of IE by solr-users is so low there was no strong push to invest time in trying to figure them out.
