Jürgen, clearly the Cologne-phonetic was not yet supported, please read:
http://svn.apache.org/repos/asf/lucene/dev/trunk/solr/src/java/org/apache/solr/analysis/PhoneticFilterFactory.java one would need to add the line about Cologne-phonetic and recompile.
