That's at the Lucene level. At Solr level, you can use TermsComponent - http://wiki.apache.org/solr/TermsComponent . This will get you "tags" that map to tokens. To get phrases in your tag cloud, this can help: http://sematext.com/products/key-phrase-extractor/index.html .
