Hi all, I've done an initial backport of SOLR-1873 (Solr Cloud) to branch_3x. I will do merges from branch_3x periodically. Currently this passes all tests.

We need a stable Solr Cloud system and this was our best guess on how that
should be done. Does that sound right?
