Using post.jar to index a CSV file isn't exactly straightforward. But can be done like this:

java -Durl=http://localhost:8983/solr/update/csv -Dcommit=no -jar post.jar books.csv

followed by:

  java -Dcommit=yes -jar post.jar

You have to be sure to specify the URL that maps to the CSV update handler, but you have to turn off commit as it tries to send a <commit/ > to that URL also.
