We are trying to apply the following collection specific policy in solr

And when we are trying to create a collection using the following CREATE api
CREATE&name=generalcollection&numShards=1&replicationFactor=2&policy=generalpolicy<http://search-solr2-av.midevcld.spglobal.com:8983/solr/admin/collections?action=CREATE&name=generalcollection&numShards=1&replicationFactor=2&policy=generalpolicy>
The replica's are spreading across other keys rather than being confined to the
key mentioned in the policy
We have created the sysprop key during the node start-up by including
"-Dkey=typeahead" in user data script
