It’s very difficult to even guess unless you provide more details than “I tried 
something and it didn’t work”.

Exactly _how_ did you try to create the core?

What are you trying to accomplish? What does the Solr log say on startup, there 
should be a message about where it starts looking for cores at least. 

Is this SolrCloud? If so you should _not_ be using the core adminAPI, use the 
collections API.
