We'll need to see the configs you are working with as well as the raw and parsed queries from both.
Every time Solr executes a query, that query's full list of parameters is logged in solr.log. If you could provide those logs from both the cloud and the not cloud deployment,s we can make sure that what Solr is executing is actually identical between the two.
