I'd open up a JIRA on the Lucene Apache project describing what you
intend and go from there. That'll get the attention of the Lucene folks,
not all of whom monitor the Solr user's list.

As far as figuring out your starting point, I'd start with stepping through
the code via one of the unit tests. There's a bunch to choose from in

.../lucene/analysis/common/src/test/org/apache/lucene/analysis

Do be sure to get advice from the Lucene folks as you go, these things
can be tricky.
