I've seen this a number of times. We do cdcr replication to a cloud, and only the shard leader gets data.
CDCR source has 2 nodes and we replicate to 2 clouds each of which have 4 nodes Both source and targets have 2 shards We frequently end up with collections where the target shard leader has data but the replica doesn't -- This message and any attachment are confidential and may be privileged or otherwise protected from disclosure.
