Thanks you for your help. That was only part of the problem, though.You also
need ${solr.install.dir}/dist/solr-analysis-extras-X.jar
where "X" is the version.The other two libraries are dependencies, but the do not contain the actual ICUCollationField class. It might be helpful if that was mentioned in the respective spots in the documentation and README.txt file.
