Relative to the solr home sounds like the best option to me. It's what I would expect, since most of the rest of Solr uses directories relative to other directories that may or may not be explicitly defined. I haven't researched in-depth, but I think that the solr home itself is the only thing in Solr that defaults to something relative to the current working directory ... and that seems like a very good policy to keep.
