For anyone who doesn't watch the dev list: If nobody gives a -1, the vote passes after 72 hours. The last vote was on RC2, started (in my timezone, currently UTC-6) on 2014/08/27 at 12:30 AM. It's been longer than 72 hours, but today was Sunday. For various reasons, both religious and non-religious, many people avoid working on Sunday. The release is likely to be finalized tomorrow. Once it's finalized and uploaded, the Apache mirror system will begin replicating. It usually takes a couple more days before a release is actually announced. The announcement will be made when it as available on a large majority of download mirrors. Summary: As long as the release manager doesn't find a problem, look for a release about the middle of the week -- Wednesday or Thursday. You may be able to get the official release before the announcement -- once you have a mirror's directory listing, go up a level and see if the 4.10 directory exists yet. If not, try another mirror.
