Thanks Geoff, I installed a clean version of tomcat 5.5.23 and carried out the exact same steps as before ... and it worked !! It also works configuring solr home with JNDI (which also failed under my TC 5.5.17).
Its possible I guess that some earlier changes/additions to my 5.5.17 conflicted with solr configuration.
