Thanks. Yeah, I just figured that out about an hour ago.
I am rebuilding http-parser-2.9.4-15.fc43.src.rpm and using it with success.
I also found that EL10 updated libjwt to one that is not compatible with
slurm. Even building the latest from github doesn't work. I had to find
and build the old EL9 version of that too (libjwt-1.12.1-11.el9.src.rpm)
With those two bits, things seem to work.
Hopefully the folks at SchedMD *_Nvidia _*:) will update to use the
newer libjwt and switch to llhttp soon.

However, a workaround is mentioned in the ticket, that if you take the
http-paser from rhel 9 ( or rocky 9 in your case ) and install it on el 10 it
should work.
