I've seen this when slurmdbd is not able to make callbacks to slurmctld to tell it about changes. Do "sacctmgr list clusters" and check the registration info there and if that looks OK check that the host running slurmdbd can connect back to slurmctld on "ControlHost" listening on the "ControlPort" listed there.
