RFC 5628 section 7 example shows the instance value
("<urn:uuid:f81d4fae-7dec-11d0-a765-00a0c91e6bf6>") within quotes.
Should the quotes have been removed or kept?

I'm asking since I've seen implementation examples without the quotes and
I haven't noticed any normative statements concerning the topic. RFC 5626
section 10 ABNF shows the mandatory quotes; however I'm not positive if
the quotes should be kept or removed when placed within the
application/reginfo+xml body.
