DTLS-SRTP means that the crypto keys for the SRTP session are previously negotiated over the same media path via DTLS. This is, both endpoints negotiate the SRTP crypto keys within a DTLS handshake. After that no more DTLS packets are typically sent, but just SRTP packets. To be clear: SRTP packets are NOT sent over a DTLS connection.
