RFC 6140 talks about it as the "SSP", because the RFC's driving use-case was for PBXs registering their numbers into an SSP; but the mechanism, itself doesn't require a "sip service provider" be involved - it just requires a Registrar, and whoever runs that Registrar is the "SSP".
So it needs the Registrar to be provisioned with what numbers the single REGISTER request implicitly registers contacts for. That's what you need to have even if you sent separate REGISTER requests, and what you need to have no matter what. Or are you looking for a way to tell a Registrar that you're registering AoR's it doesn't know about in advance?? Like you want to send a REGISTER for the AoR "sip:[email protected]", to the Registrar for example.com, and have it create not only the AoR->contact binding but also create the AoR even though it never knew about that AoR before from its provisioning? Or are you looking for a way to Register a prefix/group, such that the Registrar needs to only know about the prefix/group but not the numbers/usernames inside the prefix/group? I think you need to explain more what the use-case is, if you can. It would likely help folks figure out how to solve it. :) -hadriel p.s. regarding your original email question, it's not illegal to just send multiple, separate REGISTER requests; each for the specific AoR/contact.
