Party A is connected to party B through B2BUA. For instance, see RFC 3725 diagrams and assume Controller is a B2BUA.
The B2BUA sends re-INVITE to party A over the existing dialog (such as within RFC 3725 figure 8) when stimulated to connect party A to party C. It can occur anytime a device wants to do it.
