Yes, but according to RFC 3261 a UA MUST accept an in-dialog request as valid if it contains a CSeq with an incremented value, it doesn't matter if its incremented in just one or a higher value. So what you propose is a good solution/workaround but I wonder if there some specification in SUBSCRIBE/NOTIFY which mandates that CSeq MUST be incremented in just one.
